Job Description
PURPOSE AND ROLE:
The Area Superintendent serves as the primary contact to, and works closely with the shift organization to ensure safe, reliable, and efficient operation of the assigned area of the refinery.
The Area Superintendent is responsible for organizing and planning in the assigned area, and provides guidance, strategy, and, where necessary, direct supervision to the shift organization.
ACCOUNTABILITIES AND/OR RESPONSIBILITIES
As this is a new facility currently under construction, there are two phases to the accountabilities and responsibilities of this position: Plant Construction & Commissioning Phase, and Plant Post Commissioning Operating Phase.
Plant Construction and Commissioning Phase
Execute and demonstrate the value of safety in all decisions, and lead by example. Develop area operating procedures. Assist in recruiting shift staff for the refinery. Develop, coordinate and administer all “job specific" training for new hires. Become knowledgeable in all aspects of the assigned area, with a particular emphasis on safety and control systems. Develop unit and equipment logs. Work with construction project team to develop and execute plant commissioning and startup activities. Support the development of the refinery policies, Process Safety Management (PSM), and health & safety programs. Participate in process hazards analyses for area of responsibility. Provide support as needed to the refinery design and construction process.
Plant Post Commissioning Operating Phase
Provide leadership in PSM and all refinery safety initiatives. Execute and demonstrate the value of safety in all decisions and lead by example. Provide direction to the shift supervisors and employees to help ensure that through work assignments, coaching, training and appraisals, employees are given the opportunity to reach their potential. Ensure health, safety, and environmental compliance. Perform and review area safety and environmental audits. Participate in process hazard reviews, and manage the area’s Management of Change (MOC) process. Maintain and enforce written housekeeping standards and assignments. Maintain expertise and act as first responder to critical issues in the area. Communicate operating plans and strategies to the shift organization and ensure alignment with shift supervisors. Maintain area operating procedures and log sheets, and ensure that employee training is current. Work with the refinery maintenance organization to ensure reliable operation. Manage the work order prioritization process. Coordinate/manage unit turnaround planning and execution efforts. Foster a culture that promotes the concepts embodied in being a good place to work including the promotion of ethical practices and legal compliance, encourages customer service, individual integrity, teamwork, employee innovation and accountability, and fulfills social responsibility. Perform any special tasks that may be assigned which will contribute to the achievement of the Company’s strategic objectives.Job Requirements
EDUCATION AND/OR WORK EXPERIENCE REQUIREMENTS
- Associate’s degree in related field or equivalent experience.
- Minimum of seven years refinery (or similar process plant) operations experience.
- Minimum of two years supervisory experience (preferably as a shift supervisor).
- Must have strong human relations, leadership, supervisory and written and verbal communication skills.
- Must be capable of communicating with all level of the organization.
- Must be willing and able to be “on-call" for various plant emergencies 24 hours a day, and work as needed to ensure continuous safe and environmentally compliant plant production.
- Must be able to acquire knowledge, and become an expert and teacher of that knowledge.
