This position is to serve as the 319 ARW Antiterrorism Advisor, providing advice to the Wing Commander, developing program direction, and functioning as Grand Forks AFB Force Protection Liaison with surrounding federal, state, and local civil entities.
· Plans, organizes, and directs the Antiterrorism activities of Grand Forks AFB, ensuring AMC AT policies and procedures are complied with and develop a program that meets customer needs.
· Serves as the 319 ARW and Grand Forks AFB authority and expert on all matters involving antiterrorism requirements, policies, procedures, and program status. Serves as antiterrorism consultant to the 319 ARW Commander, Vice Commander, headquarters staff, and subordinate units and commanders on antiterrorism.
· Represents 319 ARW and Grand Forks AFB with a variety of installation and functional area organizations. Establishes, develops, and maintains effective working relationships with other agency, MAJCOM, USTRANSCOM, USAF and DoD AT specialists.
· Reviews subordinate unit practices and activities to ensure compliance with directives and integration with other AT and related programs. Plans, conducts, directs the conduct of, or coordinates on security site studies, projects, assessments, surveys, and assistance visits of, and concerning, installation, unit, or deployed force protection and antiterrorism activities.
· Attends meetings, conferences, workshops, panels, etc. at MAJCOM, USTRANSCOM, USAF, DoD, or other federal agency levels as the wing antiterrorism technical authority. Acts for the Chief, Plans and Inspections in the incumbents absence. Ensures supervisory· and management continuity within the Operations Plans and Inspections Divisions.

In order to qualify, you must meet the education and/or experience requirements described below. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.
SPECIALIZED EXPERIENCE: One (1) year of specialized experience equivalent to at least the next lower grade, GS-11 or equivalent under other pay systems in the Federal service. Experience must demonstrate the knowledge, skills, and abilities (KSAs) to successfully perform the duties of the position being filled. Examples of creditable specialized experience: comprehensive knowledge in the specialized field of force protection and antiterrorism, and physical and operations security.

Federal Time-In-Grade (TIG) Requirement for General Schedule (GS) Positions: Applicants must have served at least 52 weeks at the GS-11 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of a wide range of security specialties, concepts, principals, criteria, requirements, technology, and practices and AMCs mission, functions, and structure to the unit level.
2. Knowledge of DoD and Air Force mission, functions, and structure to the unit level to ensure effective implementation oversight of programs plans and processes.
3. Thorough knowledge of security forces programs and governing policies, directives, instructions, and procedures.
4. Comprehensive knowledge of analytical and evaluative methods and techniques to conduct surveys/studies, accomplish projects, and effectively evaluate results for the effective management and completion of programs.
5. Skill in oral and written communication methods and techniques at various levels and venues.
6. Ability to effectively manage and organize various program activities and tasks, singularly and together, and familiarity with administrative requirements of the wing and MAJCOM.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

ADDITIONAL CONDITIONS OF EMPLOYMENT:
1. Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
2. This is a Key position. Incumbents must be removed from their military recall status if alternatives for filling the position during an emergency are not available.
3. Incumbents are required to obtain and maintain a TS/SCI security clearance as a condition of employment.
4. The position is designated for drug testing.
