Environmental Engineer at Minot

The purpose of this position is to serve as an engineer in a developmental capacity with project management, execution, and operations responsibility in assigned project(s) within a program element.  Major Duties include:

·  Providing extensive environmental expertise to support assigned environmental projects through the application of professional knowledge and skill in Biological Scientist, Environmental Engineer, or Physical Scientist practices, processes and techniques.

·  Executing assigned projects, in-house and by contract, to comply with all applicable Federal, state and local environmental laws and policies.

·  Coordinating curricula and training for assigned program areas at the installation.

·  Providing advisory services on questions, issues, and projects in assigned program areas.

·  Complying with health, safety and environmental rules and procedures and performing work that enhances the safety of the work environment.

This is an Interdisciplinary position including the following series: 0401, 0819 and 1301. You must meet the BASIC QUALIFICATIONS to which you are applying for in order to be eligible for the GS-09 and/or GS-11 position. In Addition to meeting the Basic Qualifications, you must meet the Additional Qualification Requirement for the grade you are applying for.

 

Basic Qualifications-Biological Scientist (Environmental) GS-0401:

A. A bachelors degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to this position. NOTE: You must submit copies of your transcripts.

OR 

B. A combination of education and experience--courses equivalent to a major, as shown in “A” above, plus appropriate experience or additional education related to this position.  NOTE: You must submit copies of your transcripts.

 

Basic Qualifications-Environmental Engineer, GS-0819: 

A. A Bachelors degree in professional engineering. The curriculum is in a school of engineering with at least one engineering curriculum accredited by the Accreditation Board for Engineering and Technology (ABET).  NOTE: You must submit copies of your transcripts.

OR

B. A Bachelors degree in professional engineering. The curriculum included differential and integral calculus. The curriculum also included courses (more advanced than first-year physics and chemistry) in 5 of the 7 following areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials; fluid mechanics, hydraulics; (d) thermodynamics; (e) electric fields and circuits; (f) nature and properties of materials; and (g) any other comparable area of engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.  NOTE: You must submit copies of your transcripts.

OR

C. Completed 60 semester hours of courses in the physical, mathematical and engineering sciences, and in engineering that included the courses specified in B above. The courses were fully acceptable toward meeting the requirements of a professional engineering curriculum.  NOTE: You must submit copies of your transcripts.

ORD. A Bachelors degree in engineering technology or in an appropriate professional field such as physics, chemistry, architecture, computer science, mathematics, hydrology, or geology AND one year of professional engineering experience acquired under professional engineering supervision and guidance.  NOTE: You must submit copies of your transcripts.

OR
E. Successfully passed the Engineer-in-Training examination and earned one of the following: (a) a Bachelors degree in engineering technology (BET) from an accredited college or university that included 60 semester hours of courses in the physical, mathematical, and engineering sciences, OR (b) a BET from a program accredited by the Accreditation Board for Engineering and Technology (ABET).  NOTE: You must submit copies of your transcripts.

OR 
F. Currently registered as a professional Engineer. This registration is with a State, the District of Columbia, Guam, or Puerto Rico; OR this registration is in general engineering or a directly related engineering field and was gained by State grandfather or eminence provisions. NOTE: You must submit copies of your current registration.

 

Basic Qualifications for Physical Scientist (Environmental) GS-1301:

A. A degree in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. NOTE: You must submit copies of your transcripts.

OR 
B. A combination of education and experience, including education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. The quality of the combination of education and experience must be sufficient to demonstrate that the applicant possesses the knowledge, skills, and abilities required to perform work in the occupation, and is comparable to that normally acquired through the successful completion of a full 4-year course of study with a major in the appropriate field. AND

Additional Qualification Requirement- GS-9

A. At least 1 year of specialized experience that has equipped you with the particular knowledge, skills, and abilities (KSAs) to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, the specialized experience must have been at the GS-07 grade level or equivalent under other pay systems (this experience could have been obtained in the public or private sector). Examples of creditable specialized experience include: knowledge in professional environmental principles, practices and techniques to  perform project development, training, and advisory services; knowledge in troubleshooting environmental problems and/or questionable conditions in assigned projects; and knowledge in local laws, regulations, integration principles and practices; ability to make decisions and recommendation concerning restoration, compliance, conservation, pollution prevention projects.

OR

B. 2 years of progressively higher level graduate education leading to a masters degree or masters or equivalent graduate degree. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.  NOTE: You must submit copies of your transcripts.

OR
C. An equivalent combination of qualifying specialized experience and education. Compute you qualifying experience as a percentage of the required specialized experience in "A" above. Then compute your qualifying education as a percentage of the education requirement described in "B" above. Add the two percentages. The total percentage must equal at least 100 percent. NOTE: You must submit copies of your transcripts.


Additional Qualification Requirement- GS-11

 

A. At least one year of specialized experience at the GS-09 grade level of the Federal Service or greater (or similar in other pay systems, this experience could have been obtained in the public or private sector) that provided the applicant with the knowledge, skills and abilities needed to perform the duties of this position. Examples of such specialized experience include: serving as a biological scientist with project management, execution, and operations responsibility in assigned projects; providing extensive environmental expertise to support environmental projects through the application of professional knowledge and skill in environmental biological science practices; and providing advisory services related to questions, issues and projects in natural resource management program areas.

OR

B. Three years of progressively higher level graduate education leading to a Ph.D. degree or PhD or equivalent doctoral degree in an accredited college or university in one of the following disciplines: in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.  NOTE: You must submit copies of your transcripts.

OR
C. A combination of education and specialized experience which, when combined, would equate to 1 year total. To compute this quantity, first determine the total qualifying education as a percentage of the education required for the grade level (only graduate education in excess of the first 36 hours is qualifying); then determine the experience as a percentage of the experience required for the grade level. Finally, add the two percentages. The total percentage must equal at least 100 percent to qualify that grade level.  NOTE: You must submit copies of your transcripts.

 

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid work on the same basis as for paid experience. Part-time experience will be credited on the basis of time actually spent in appropriate activities. To receive credit for such experience you must indicate clearly the nature of the duties and responsibilities in each position held and the number of hours per week spent in such employment.


Foreign Education: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. CONDITIONS OF EMPLOYMENT/OTHER SIGNIFICANT FACTS:

 

1.  Work may occasionally require travel away from the normal duty station on military or commercial aircraft.

2.  The work may require the employee to drive a motor vehicle. An appropriate driver’s license may be required for the position.

3.  May be required to serve as a member of the Emergency Response Force during exercise or in the event of an actual emergency.

4.  May be required to obtain job-related certifications such as HAZWOPER, DOT, HAZWASTE, and/or RPM.

5.  Use of special safety precautions such as protective clothing and gear necessary.
