About the Position:
The duty location of this position is located in Riverdale, ND.
The main office of the Garrison Project is located in Riverdale, ND (population approx. 300) which is located on the bluffs overlooking beautiful Lake Sakakawea. Riverdale is 65 miles north of Bismarck, ND and 50 miles south of Minot, ND. Both of these communities offer many amenities of larger cities hosting regional medical centers and larger events at their respective civic centers and theaters. The immediate area is rural consisting of five small communities in a 35 mile radius with populations averaging approximately 2,500 people. These communities offer a small town atmosphere with excellent K-12 education systems, well-rounded business districts, a variety of restaurants, affordable housing, comforts of city services, including local medical facilities and unbelievable recreation opportunities right out your back door. The regions geology is very diverse and picturesque with natural land features interspersed with rural farms and ranches associated with western North Dakota. The region consists of prairie pot-holes on the east end to the Missouri Breaks (commonly referred to as the ND Badlands) on the west end with Lake Sakakawea (the 3rd largest reservoir in the U.S.) and the Missouri river at the heart of this area. This region offers numerous opportunities for outdoor enthusiasts including; hiking, boating, hunting, fishing, golfing, and wildlife viewing opportunities throughout the area. The region enjoys a full range of activities and opportunities associated with all four seasons. As a result of the current oil boom in western North Dakota, housing in the area is at a shortage and is expensive.
Performs developmental assignments associated with technical support for the operation and maintenance of electrical/electronic equipment for the Missouri River Mainstem. The major types of equipment to be supported include the following: Hydroelectric Generators/Governors, power transformers, voltage regulators, generator protective relaying systems, water control structures, building & grounds, plant and switchyard grounding systems, fire detection and security systems, switchyard equipment (Air Circuit Breakers, Oil Circuit Breakers, Motor-Operated Disconnects), and Computers used to control many of the above systems.
Position may be filled at any of the grades announced and will have non-competitive promotion potential to the full performance level of GS-11

This is a developmental position, leading to the full performance GS-11 position. The incumbent will perform developmental assignments which will become progressively more difficult until the full-performance level is reached. The incumbent will apply a wide range of engineering theories, principles, standards, and methods sufficient to develop, implement, and evaluate new operational model to depict hydroelectric facilities and power generating plants. Act as a contributor on team-based projects. Prepare, present, and evaluate plans, designs, reports, and correspondence.
At the full performance level, incumbent will serve as a senior electrical engineer responsible for providing technical assistance and guidance for operations and maintenance of electrical and electronic equipment for the Project Office. Provide technical assistance to the plants in troubleshooting major plant electrical/electronic systems. Make recommendations regarding repair and replacement of electrical/electronic systems and project facilities. Responsible for development or modification of existing plant and facilities, electrical schematics, control, and wiring diagrams. Verify that drawings accurately reflect as-built conditions. Review existing maintenance plans and procedures to determine if they are thorough and complete or in need of revision. Develop plans and specifications for the purchase of power plant and facilities equipment replacements. Responsible for preparation of schedules and budgets. Monitor progress to assure that scheduled milestones are met and costs are not exceeded. Monitor contractors progress and make recommendations regarding contract payment or withholding of payments.
To Qualify at the GS-07 level applicants must possess one year of specialized experience equivalent to the next lower grade/level (GS-05). Specialized experience is defined as: Professional experience in, and skill in applying, theories, concepts, principles, and methodologies of electrical engineering sufficient to research, analyze, interpret, evaluate, and carry out conventional assignments.
To Qualify at the GS-05 level applicants must meet the Basic Educational Requirements for the 0850 series as listed below.
You will be evaluated on the basis of your level of competency (knowledge, skills, abilities) in the following areas:
Skill in the design of electrical engineering systems and technical drawings or schematics related
Ability to manage electrical projects
Ability to apply or modify standard electrical practices to resolve engineering problems
Ability to communicate technical information orally and in writing instructions
Education can be substituted for specialized experience at the GS-07 levels as follows:
Educational substitute at the GS-07 Level: 1 year of graduate level education, OR superior academic achievement (SAA). SAA is based on (1) Class standing applicant must be in the upper third of the graduating class in the college, university, or major subdivision, based on completed courses; OR (2) Grade Point Average (G.P.A.) applicant must have a G.P.A. of 3.0 or higher out of a possible 4.0 as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum; OR (3) Election to membership in a National Scholastic Honor Society that is listed by the Association of College Honor Societies.

Combinations of successfully completed education and specialized experience described above may be used to meet total qualification requirements at the GS-07 level.
The 0850 occupational series has specific educational requirements which apply to all positions. From the options below, select the one statement which describes your educational background. Education above the high school level must have been completed in a U.S. college, university, or other educational institution that has been accredited by one of the accrediting agencies or associations recognized by the Secretary, U.S. Department of Education.
TRANSCRIPTS ARE REQUIRED TO BE SUBMITTED WITH YOUR APPLICATIONS. UNOFFICIAL TRANSCRIPTS CAN BE SUBMITTED AT THE TIME OF APPLICATION, HOWEVER IF SELECTED OFFICIAL TRANSCRIPTS WILL BE REQUIRED PRIOR TO ENTRANCE ON DUTY.
Basic Educational Requirement for the GS-0850, Electrical Engineer positions :
A. Degree: professional engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering or architecture, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering or architecture. The adequacy of such background must be demonstrated by one of the following:
1. -Professional registration -- Current registration as a professional engineer or architect by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration.
2. Written Test -- Evidence of having successfully passed the Engineer-in-Training (EIT) examination, or the written test required for professional registration, which is administered by the Boards of Engineering Examiners in the various States, the District of Columbia, Guam, and Puerto Rico.
3. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements. The courses must be fully acceptable toward meeting the requirements of a professional engineering curriculum as described in "A" above.
4. Related curriculum -- Successful completion of a curriculum leading to a bachelors degree in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
