AF Recent Graduates Program Environmental Engineer at Minot

JOB SUMMARY:

 

FOR CONSIDERATION: You MUST reside within the area of North Dakota, South Dakota, Montana, and Minnesota of the position identified in the job announcement.

Any individual who completed his or her educational requirements between December 27, 2010 (the date E.O. 13562 was signed, which established the Pathways Program) and July 10, 2012 (the effective date of the final Pathways Program regulation) will have 2 years from the effective date of the regulation to apply to the Recent Graduate Program.

AFTER PROGRAM COMPLETION:

Recent Graduates who are selected for conversion must have:

·   Completed all requirements of the program successfully  

·   Demonstrated successful job performance consistent with the applicable performance appraisal program  

·   Meet the Office of Personnel Management (OPM) qualification standard for the position to which the Recent Graduate will be converted

·  DUTIES: The Environmental Engineer (0819 series) works for the protection and improvement of air, land, or water resources in order to provide a clean and healthful environment.  The position requires application of the basic principles concepts, methods and practices of Environmental Engineering in one or more specialty areas to include industrial/hazardous waste management, air pollution control, water/waste water quality control, contaminated land restoration, and solid waste engineering

·  The Environmental Engineer will locate and select appropriate guidelines, state, federal and local environmental regulations, and procedures for application 

·  The Environmental Engineer will perform professional engineering and scientific work involving environmental programs and projects in the areas of: environmental planning; environmental compliance; contamination cleanup; and environmental conservation

·  The Environmental Engineer will analyze and resolve environmental problems encountered and prepare statements of work, cost estimates, and specifications for environmental projects.

·  The Environmental Engineer will perform contract oversight, and analyze and resolve routine problems encountered.

·  Knowledge of basic principles, and practices of Environmental Engineering.

·  Skill in communicating factual, pertinent, and procedural information clearly both orally and in writing.

A Degree in Professional Engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET)3 as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. ~OR~

A combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:

·  Professional registration -- Current registration as a professional engineer by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Boards eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.

·  Written Test -- Evidence of having successfully passed the Engineer-in-Training (EIT) examination, or the written test required for professional registration, which is administered by the Boards of Engineering Examiners in the various States, the District of Columbia, Guam, and Puerto Rico

·  Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements. The courses must be fully acceptable toward meeting the requirements of a professional engineering curriculum as described in paragraph A above.

·  Related curriculum -- Successful completion of a curriculum leading to a bachelors degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all-inclusive.)

IMPORTANT: You must submit a copy of unofficial transcripts and/or other documentation in order for a determination to be made regarding meeting the basic requirement in order to receive consideration.

And, in addition to meeting the Basic Requirement, applicants for GS-7 must also meet one of the following:

Specialized Experience: At least one full year of specialized experience that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of a General Engineer, GS-7 position. To be creditable, this specialized experience must have been equivalent to at least the GS-5 level.  Examples of specialized experience include making calculations, applying formulas, and preparing graphs, curves and tables for other engineers; Recording factual data in tests and observation studies; Performing drafting and minor detail design; and Searching technical reports to obtain information.

Graduate Education: Completion of one full year of graduate level education that provided the knowledge, skills, and abilities necessary to do the work of a General Engineer. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that number cannot be obtained from the school, 18 semester hours should be considered an academic year of graduate study. Transcripts Required.

Superior Academic Achievement: Individuals who have completed all the requirements for a baccalaureate level degree in a professional engineering curriculum (from an accredited college or university) may be rated eligible for GS-7 based on Superior Academic Achievement.  S.A.A. is based on (1) class standing, (2) grade-point average, or (3) honor society membership.
 1. Class standing -- Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses.
 2. Grade-point average (G.P.A.)-- Applicants must have a grade-point average of: a.3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or
 b.3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.
 3. Election to membership in a national scholastic honor society -- Applicants can be considered eligible based on membership in a national scholastic honor society that meets the minimum requirements of the Association of College Honor Societies. Membership in a freshman honor society cannot be used to meet the requirements of this provision.

Education: Completion of a 5-year program of study of at least 160 semester hours leading to bachelor’s degree in Engineering.

Combination of Graduate Education and Professional Experience: The appropriate combination of specialized experience and education which totals at least one year (To compute, divide your total months of qualifying experience by 12. Then divide your semester hours of graduation education beyond one year by 36.  Add the two percentages.  The total percentage must equal at least 100% to qualify.).

FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program.  It is your responsibility to provide such evidence when applying.

 

Veterans unable to apply within two years of receiving their degree, due to military service obligation, have six years after degree completion to apply.

We will review your application, including an online assessment questionnaire if applicable, to ensure that you meet the requirements to perform in this position satisfactorily.  

If qualified, we will then place you in one of the three categories described below:

 

1. Qualified Category - Successful completion of a full 4-year course of study in an accredited (ABET) college or university leading to a Bachelors or higher Engineering Degree and (1) Superior Academic Achievement (SAA) standing (GPA of 2.95 or higher).

2. Highly Qualified Category -Successful completion of a full 4 year course of study in an accredited (ABET) college or university leading to a Bachelors or higher degree in Environmental Engineering or Civil Engineering which included (1) completing 12 or greater semester hours of Environmental Engineering specific courses include water and waste water treatment, land restoration, environmental microbiology, solid waste engineering, air pollution control, industrial/hazardous waste management, solid waste engineering, environmental sampling, and environmental law/regulation, and (2) Superior Academic Achievement (SAA) standing (GPA of 2.95 or higher).

3. Best Qualified Category- Successful completion of a full 4 year course of study in an accredited (ABET) college or university leading to a Bachelors or higher degree in Environmental Engineering or Civil Engineering which included (1) completing 24 or greater semester hrs of Environmental Engineering specific courses include water and waster water treatment, land restoration, environmental microbiology, solid waste engineering, air pollution control, industrial/hazardous waste management, solid waste engineering, environmental sampling, and environmental law/regulation, and (2) Superior Academic Achievement (SAA) standing (GPA of 2.95 or higher)

Applicants in the Best-qualified category will be referred to the selecting official for further review.

IF APPLICABLE :   Military service members "Statement of Service" will be accepted up to 120 days prior to separation date IF a terminal leave form or DD214 cannot be provided.   The "Statement of Service" must be signed by, or by direction of, the adjutant, personnel officer, or commander of your unit or higher headquarters and must indicate when your terminal leave will begin, your rank, dates of active duty service, the Type of Discharge and Character of Service (i.e. honorable).
