This is a permanent full time position located at Theodore Roosevelt National Park, Medora, North Dakota.

AREA INFORMATION: Theodore Roosevelt National Park is located in the badlands of western North Dakota. The park consists of three separate units: the South Unit, Elkhorn Ranch Unit, and North Unit. This position is based at park headquarters in the town of Medora (population 103), which is located on I-94, 26 miles from the Montana line. Medora is a mostly seasonal town with a wider variety of services available from Memorial Day through Labor Day. Services in winter are limited but include a U.S. Post Office, bank, restaurant, convenience store/gas station, and a few shops. Additional services are located in Beach (22 miles west) and Belfield (18 miles east). Medical facilities, supermarkets, a shopping mall, and a state university are available in Dickinson (population 18,000), 35 miles east. Medora has an elementary school (K-8) and high school students are transported to Beach, or students may attend high schools in Belfield or Dickinson.  

There is no housing available in Medora and, due to the current energy boom, the housing rental and purchase markets in Belfield and Dickinson are limited and fairly expensive.   Rentals and sale properties in Beach are also limited, but cost is more reasonable at this time.

Summers are warm and sunny with temperatures occasionally reaching 100 degrees F. Afternoon thunderstorms are common.   Winters are invigorating, with temperatures sometimes reaching -35 degrees F. High winds are common in winter, but skies are usually sunny. Snow is sporadic in the relatively dry climate, but there are occasional blizzards and isolated periods of heavy snow.

The incumbent will be supervised by the Administrative Officer at Theodore Roosevelt NP (THRO) and will be a key member of the four-person administrative division. The combination of THRO, Knife River Indian Villages NHS and Fort Union Trading Post NHS comprise the North Dakota Group of parks. THRO provides administrative leadership and guidance for the group, and personnel at all three parks share information and provide backup services to each other when needed. This position is approved for occasional telework.

The incumbent will provide substantial budget and finance support, and will be the primary park contact for the human resources and housing management programs. Budget duties will include performing the technical activities of programming, tracking, reconciling and closing out a $3+ million base budget, plus varying amounts in other fund sources. The incumbent will also provide support and guidance to program managers to assist them with budget programming and execution procedures. In the area of human resources, the employee will be the point-of-contact between the park and the Servicing Human Resources Office (SHRO), collecting and submitting required documents, initiating personnel actions in FPPS, maintaining files, assisting with the preparation of vacancy announcements, and generally facilitating all interaction between the SHRO and the park. Housing management duties include the coordination and assignment of housing for employees and cooperators, accurate calculation of rents using the iQMIS program, and collecting rent through payroll deduction or Bill for Collection.

Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level (GS-05). Examples of specialized experience include: programming and tracking budgets; verifying expenditures and reconciling accounts; preparing human resources paperwork and orienting new employees; coordinating housing assignments and calculating rents; providing a wide variety of administrative office support services to enable efficient operation of a business or program office.

Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level (GS-06). Specialized experience includes, but not limited to: programming and tracking budgets; verifying expenditures and reconciling accounts; adjusting account balances when authorized; preparing human resources paperwork and orienting new employees; administering a workers compensation program; managing a housing program, including coordinating housing assignments and calculating rents; providing a wide variety of administrative office support services to enable efficient operation of a business or program office.

PHYSICAL DEMANDS: Most assignments are sedentary, but standing, walking and lifting small objects will also be required. Periods of intense concentration are required when meeting some deadlines, especially during the busy hiring season and during budget closeout.

WORK ENVIRONMENT: Work is generally performed in a typical office setting with adequate lighting and climate control. Occasional assignments might expose the incumbent to extreme temperatures (-40 degrees F to 100+degrees F), rain, snow and wind. 

Will be necessary to drive a government vehicle.  Valid drivers license is required.

TIME-IN-GRADE-REQUIREMENT: Time-in-grade requirement must be met by the closing date of the announcement. This requires applicants who have held a GS position at any time within the past twelve months to have served at least 52 weeks at the next lower grade level. You must submit your SF-50 as proof, however, AWARD SF-50s will not be considered.
