The Fargo VA Health Care System is a Level 2 Medical Center and a member of Veterans Integrated Service Network 23.  This facility combines a 39 bed medical facility along with a 38 bed Community Living Center providing transitional care, both accredited by the Joint Commission on Accreditation of Healthcare Organizations.  Fargo also has  a Department of Veterans Affairs Benefits Office on campus,  offering veterans the unique opportunity to obtain health care, benefits services, and Readjustment Counseling at one location.  Due to the growing veteran population in our service area, nine Community Based Outpatient Clinics (CBOC) have been established with the tenth planned for opening in late 2013.  The Fargo Health Care System provides a wide spectrum of primary and tertiary acute and extended care inpatient and outpatient activities in an academic setting.  The Fargo Health Care System has an active research program and has a successful affiliation with the University of North Dakota School of Medicine.

The Associate Chief ofStaff for Extended Care and Rehabilitation Service Line is a responsiblephysician who provides leadership for the organization of approximately 75staff and delivery of these services for the Fargo VA Health Care System and isaccountable for ensuring quality and cost effective care.  Extended Care and Rehabilitation Service Lineis aligned under the Chief of Staff.  Duties will include:

• Reviews/performs/provides duties and responsibilities of a Physician.
• Demonstrates leadership in interpreting and supporting the VISN mission, vision and values, while operating in accordance with Veterans Health Administration (VHA) policies, facility and VISN policies, and standards of federal professional and accrediting agencies external to VHA.
• Provides direction and support to EC&R SL staff regarding equipment, technology, policies and procedures employed by the Fargo VA HCS and ensures that all requirements of regulatory agencies such as the Joint Commission and Long Term Care standards are met.
• Provides leadership and oversight into interventions that result in geriatric or rehabilitation admissions, readmissions, length of stay challenges, emergency department visit appropriateness and  need for outpatient clinic visits.
• Participates in comprehensive assessments and rehabilitation modalities done by teams within the Health Care System that will result in a model of care that improves the Veteran’s function, utilizes community resources, and reduces mortality and morbidity.
• Works collaboratively with the Associate Chief Nurse of the EC&R Service Line in the administrative and clinical oversight of Veterans in the Community Living Center and community settings to include institutional and non- institutional care modalities.
• Utilizes clinical knowledge and expertise in the provision of care and services to Veterans who have traumatic brain injuries, spinal cord injuries/ disorders and dementia.
• Utilizes specialized rehabilitation techniques with Veteran with injuries such as traumatic brain injuries, fractures, wounds and visual impairments.
• Develops and directs the amputation program to include use of telerehabilitation equipment and participation in telerehabilitation clinics.
• Develops and directs the Traumatic Brain Injury Program within the Polytrauma System of Care.
• Participates in the development and utilization of pain assessment and treatment modalities utilizing a wide variety of pharmacological and non- pharmacological resources.
•  Proposes and reviews quality control and quality improvement procedures performed by VA personnel in EC&R SL and makes recommendations for improvements, corrective actions, etc.
• Participates/reviews and documents performance improvement activities, including, but not limited to, external review programs, internal peer review programs, and accreditation requirements.
• Serves as an active member of various Medical Center committees.
• Maintains a peer review process for all EC&R SL clinicians.
• Is responsible for the financial management of the EC&R SL.
• Collaborates with the Chief of Staff to develop and execute a strategic plan and annual budget for the service line.
• Responsible for action in matters such as promotions, selections, on the job training, awards, EEO complaints, labor relations, disciplinary actions, training, and career development.

· Identifies and satisfies customer’s needs.  This position serves as frontline for customer service. Utilizes customer feedback to thoughtfully and properly assess customer needs and expectations. Maintains 15 Hospitality suites including a kitchen. Ensures all requires all required items are available in the hospitality rooms and they are ready for use.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs):  Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas

1. A practical knowledge of one or more recreational activities, including preparation requirements for events.

2. Skill in the use and maintenance of recreation materials and equipment.

3. Skill in directing recreational participants in well-organized and carefully monitored recreation activities.

4. Skill in the operation of a computer/office automation equipment. (A qualified typist is not required.)

5. Ability to communicate orally and in writing. Ability to plan, organize work, and meet deadlines.

6. Ability to follow written or oral procedures. Knowledge of sanitary, safety, and fire protection regulations.PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.  You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program.  It is your responsibility to provide such evidence when applying.

ADDITIONAL CONDITIONS OF EMPLOYMENT:

1. Although the position does not require a qualified typist (40 WPM), the employee will be required to complete preprinted forms and prepare correspondence, reports, and other documentation using office automation equipment.

2. Work requires an uncommon tour of duty.

3. The work requires the employee to drive a motor vehicle, an appropriate valid driver’s license from the state of residence or principal employment is required on the position.

4. Incumbent must be able to obtain and maintain a secret clearance.

5. This position has been identified as having regular contact with children. In accordance with Public Law 101-647, Section 231a, a State Criminal History Repository Check  (SCHRC) is required.
